On May 6, 2018, the President of Russian Federation V.V. Putin signed a decree no. 198 “About Bases of state policy of the Russian Federation in the field of industrial safety for the period till 2025 and further perspective”. He pointed out that during a period between 2005 and 2017 the rates of incidents and fatal accidents at dangerous industrial facilities have reduces. This testifies to general trend on improvement of safety of such objects.
At the same time, negative technogenic effect to population, industrial and social infrastructure, natural environment strengthens. The risk of accidents and emergencies grows including those disasters that are sequent to the acts of terrorism. In total these factors are hazardous for national safety and social-economic development of Russian Federation, as well as for vital activities of its citizens. So, the main sources of industrial dangers and the reasons for breakdowns at production facilities are the following: poor quality of design and engineering solutions; critical wear of basic production assets (60–70 % of equipment has completed operation life and often is obsolete); bad or tardy maintenance and repair of instruments and aggregates; application of unsuitable stockings, spare parts and materials; low qualification and discipline of personnel; absence of effective stimulus to upgrade basic production assets.
Nowadays, according to the abovementioned Presidential decree a new pattern of state regulation in the field of industrial safety basing on account of accident risks and scales is being implemented. Changing of management paradigm will cut down control activities, will enable replacement of some state regulation mechanisms with the market ones, will help to eliminate excess administrative barriers interfering with the investment and production efforts.
This year, the scientific-technical collected book “Vesti Gazovoy Nauki. Improvement of reliability and safety at gas-industry facilities” includes 23 articles and like the previous issue of 2017 is conventionally divided to four sections related with correspondent subjects, namely: reliability of functioning of the Unified Gas Supply System of Russia, industrial safety and risk analysis, economics of projects concerned with liquefied natural gas production and consumption. Among the authors here are the employees from the Gazprom PJSC, the Gazprom VNIIGAZ LLC and it Ukhta subsidiary, the NIIGazekonomika LLC, Gubkin Russian State University of Oil and Gas (national research university), the Gazprom Promgaz JSC, the ANO “Industrial Risk Research Agency, the CJSC “Scientifi c Technical Center of Industrial Safety Problems Research”, the NefteGazTop LLC, Lomonosov Moscow State University, MEPhI National Research University, the A.A. Blagonravov Mechanical Engineering Research Institute. Also few papers of young researches are included. They constitute the last section and previously won special competition.
Revealed information could be interesting for a wide range of specialists employed in chemical and petroleum-and-gas industries, as well as for students and post graduates from correspondent universities.
